Former CIA Director and retired Army General David Petraeus will speak on the Ukraine conflict and U.S. withdrawal from Afghanistan Sept. 24 at Rice University’s Baker Institute for Public Policy.

Petraeus will speak with David Satterfield, director of the Baker Institute and former U.S. ambassador to Lebanon and Turkey, and provide analysis of the ongoing conflict in Ukraine, focusing on the war’s historical context, global implications and potential outcomes. As commanding general of the International Security Assistance Force in Afghanistan under President Barack Obama, Petraeus will also share his perspectives on the withdrawal of U.S. troops from Afghanistan, its impact on regional stability and U.S. foreign policy in the Middle East.

Petraeus is a partner in the global investment firm KKR and chairman of the KKR Global Institute, which he established in mid-2013. He is a co-author with Andrew Roberts of the book, “Conflict: The Evolution of Warfare from 1945 to Ukraine” (Harper, 2023). Prior to joining KKR, Petraeus served over 37 years in the U.S. military, culminating his career with six consecutive commands as a general officer. After retiring from the military, he served as the director of the CIA during a period of significant achievements in the war on terror. Petraeus graduated with distinction from the U.S. Military Academy and later earned a Ph.D. from Princeton University. He is currently a senior fellow and lecturer at Yale University and an honorary professor at the University of Birmingham.
