Colombia’s oil and gas sector in focus at Rice’s Baker Institute

HOUSTON – (Feb. 24, 2020) – Colombia’s hydrocarbons industry will be the focus of a discussion among experts gathering at Rice University’s Baker Institute for Public Policy. The president of the country’s hydrocarbons agency will present a keynote speech on new investment opportunities in this sector.

The March 4 event, hosted by the Baker Institute’s Center for Energy Studies, Colombia’s National Hydrocarbons Agency and Vision Americas, is open to the public. Registration is required at www.bakerinstitute.org/events/2057.

Who: Panelists Richard Douglas, vice president of operations and legal affairs at Volga-Dnepr Unique Air Cargo Inc.; Jason Marczak, director of the Adrienne Arsht Latin America Center at the Atlantic Council; and Roger Noriega, former U.S. ambassador to the Organization of American States and and former assistant secretary of state for Western Hemisphere affairs. 

Francisco Monaldi, fellow in Latin American energy policy at the Baker Institute, will serve as moderator. 

What: A forum titled “Perspectives on Colombia: Opportunities in the Hydrocarbon Sector.”

In the 2000s, Colombia implemented important institutional reforms in the oil sector that allowed for a remarkable recovery in hydrocarbon production, according to event organizers. The cornerstones of the reform were the creation of an independent regulatory agency — the National Hydrocarbons Agency — and the listing of Ecopetrol, Colombia’s national oil company, on the Colombia Securities Exchange and the New York Stock Exchange. Colombia continues to promote oil investments and in the last two years has managed to attract new investors and reactivate the hydrocarbon industry in the country, organizers said.
