COFHE is an organization of 31 highly selective, private liberal arts colleges and universities that are committed to meeting the full demonstrated need of admitted students. It serves as a research think tank that collects data and performs policy analysis focusing on issues of access, affordability and assessment in relation to undergraduate education, admissions, financial aid and the financing of higher education.

Eight university presidents serve on the board, which has an oversight role for the consortium. In addition to Leebron, the presidents of Brown University, Carleton College, Mount Holyoke College, Northwestern University, Oberlin College, Princeton University and Smith College are members of the board. They were elected to serve staggered three-year terms.
